LOUIS J. RUBINO, JR.

Mr. Rubino is Co-Founder and a Shareholder.  He consults on government contract and litigation support matters and provides audit, tax, and financial services to the R&M’s government contract and not-for-profit clients.  In connection with litigation support services, Mr. Rubino has worked for government agencies and private owners as well as for contractors. The services he provided ranged from complete preparation or review of claims for damages to expert testimony on specific cost accounting issues.

Prior to establishing R&M, Mr. Rubino was the director of Government Contract Services for the "Big Eight" accounting firm of Coopers & Lybrand, where he had national responsibility for providing services to government and industry clients in all aspects of Federal procurement and contracting.  These services included design and implementation of cost accounting systems, representation before all government procurement and audit agencies, preparation and review of historical cost submissions to government audit agencies, preparation and review of disclosure statements to be submitted to the Cost Accounting Standards Board, review of proposed Cost Accounting Standards in order to assess their impact on clients doing business with the Federal government, review and analysis of construction claims; and formal representation in all administrative proceedings before the Renegotiation Board.

Before his tenure with Coopers & Lybrand, Mr. Rubino was a regional accountant at the U.S. Renegotiation Board.  In the course of his stay with the Board, he authored accounting reports on contractors doing business with the government in a variety of industries, including refining, textiles, electronics, munitions, precision aircraft parts, and R&D software houses. He also served briefly in the Office of Regional Counsel.  Prior to joining the Renegotiation Board, Mr. Rubino was a contract auditor for the Defense Contract Audit Agency (DCAA), where he supervised or performed audits of incurred costs, initial and defective pricing audits, delay claims and accounting system surveys, along with the subsequent evaluation of the system in light of the requirements to provide cost data in conjunction with the negotiation and administration of government contracts in accordance with applicable Federal Acquisition Regulations.

Mr. Rubino is a CPA and is a member of the District of Columbia Bar.  He has been involved in providing seminars to select client and industry groups on various accounting and government contract-related topics.  He has provided expert testimony in arbitration disputes as well as in Federal and State court and Board hearings on construction and contract litigation issues.  He has also served as a panel member on several very large construction claim disputes in AAA proceedings.  Mr. Rubino received a Bachelor of Science degree in accounting from George Washington University and a Juris Doctor degree from the George Washington University Law Center.
