Lou consults on government contract, construction, and litigation support matters, and provides audit, tax, and financial consulting services to clients. He has assisted government agencies and private owners, as well as contractors, with litigation support services, which range from complete preparation or review of claims for damages to consulting and expert testimony on specific cost accounting issues and compliance matters.
He has provided expert testimony, both in deposition and trial proceedings in the area of contract disputes and cost accounting matters, many in connection with construction-related disputes. His testimony has been provided in both Court and Board forums, including numerous appearances before the Commonwealth of Pennsylvania Board of Claims on construction cost accounting issues, and appearances before the ASBCA, the Army Corps of Engineers, Circuit Court, Federal District Court, United States District Court, and hearings before American Arbitration Association panels.
Lou received his BA in Accounting and JD from The George Washington University.
